Delta Center for a Thriving Safety Net

OVERVIEW

Community health centers and community behavioral health organizations face increasing pressure to move towards models of payment and care that reward value over volume.

The Delta Center for a Thriving Safety Net provides technical assistance to state primary care associations and behavioral health state associations to advance value-based payment and care, with a focus on ambulatory care settings. The Delta Center seeks to leverage the strengths of state associations to spur promising payment and delivery reforms and will disseminate lessons from local, state, and national experiences to inform policy and practice.

The Delta Center is the first national center to focus exclusively on transforming payment and care for ambulatory primary care and behavioral health services. Care delivery transformation, payment reform, and sustainable learning organizations are the three main areas of focus.

Delta Center Goals

Through the State Learning & Action Collaborative, the Delta Center aims to advance four goals:

Build internal capacity of state associations
Build state association capacity in policy and advocacy
Foster collaboration between primary care and behavioral health
Build capacity of state associations to provide technical assistance and training to their members.

State Learning & Action Collaborative

The Delta Center for a Thriving Safety Net hosts a State Learning & Action Collaborative that brings primary care associations and behavioral health state associations together to learn from experts and peers with the goal of advancing value-based payment and care in the safety net.

Delta Center activities will focus on building state association capacity in state-level policy and advocacy, fostering novel collaboration between primary care and behavioral health at the state level, and augmenting associations’ ability to support their members with technical assistance and training in the skills to succeed in value-based payment and care.

This collection, curated by the Delta Center program team, provides resources related to the primary goals of the State Learning & Action Collaborative.
